According to the relevant requirements of IMO “Crude oil cargo tank coating and anti-corrosion” and alternative “Performance Standards and Test Procedures for Corrosive Steel for Crude Oil Tanks”, the construction contract will be signed on or after January 1, 2013 or 2016. All tankers of more than 5,000 tons delivered on or after January 1 must choose one of the cargo tank protective coatings and corrosion resistant steel schemes. As Japan has certain technological advantages in this respect, it is setting up patent barriers in China. If the ship's corrosion-resistant steel cannot be domestically produced, it will adversely affect the shipbuilding enterprises' orders for large oil tankers, and attach to the Japanese steel enterprises in this strategic key technology, which will greatly weaken the independent innovation capability of domestic shipbuilding enterprises. In the procurement and maintenance of shipboards, they have long been subject to people.
It is reported that the amount of steel used in oil tankers for oil tankers accounts for 30% to 45% of the total steel used for oil tankers. According to the China Shipbuilding Industry Association's current order for hand-held oil tankers in China, the amount of steel used for cargo tanks is about 2 million tons per year. Once the superiority of marine corrosion resistant steel is fully reflected, the demand for this steel grade will increase greatly in the future, and it can be extended to fields such as ballast tanks. To this end, the Ministry of Industry and Information Technology set up a three-party organization (China Shipbuilding Industry Association, China Iron and Steel Association, China Shipowners Association, China Classification Society), shipbuilding enterprises, steel enterprises, shipping companies, research institutes Participating in the "production, learning, research, use, inspection" work and information exchange platform, the development of marine corrosion-resistant steel from temporary coordination mechanism to long-term cooperation mechanism, and the implementation of marine corrosion-resistant steel application research and real ship as soon as possible Assessment work.
