The successful acceptance of the first batch of national major scientific research equipments developed in 4 years

China Instrument Network Instrument R&D On June 21, 2016, the on-site acceptance of the “photoelectric fusion super-resolution biological microscopic imaging system” was held in Beijing. Academician Shen Yan, Deputy Director of the National Natural Science Foundation of China (hereinafter abbreviated as “the Committee”) attended the meeting and delivered a speech. Director of the Planning Bureau of the Fund Wang Changrui, deputy director of the Department of Life Sciences Du Shengming, deputy director of the Life Sciences Department Feng Xuelian, deputy director of the Finance Bureau Hao Guantao, and related staff from the Planning Bureau, Finance Bureau, and Life Sciences Department attended the meeting. The site acceptance meeting was chaired by Du Shengming and served as project management team leader.

In 2011, in order to implement the National Outline for Medium- and Long-Term Scientific and Technological Development (2006-2020) and promote the independent research and development of major scientific research equipment in China, the central government allocated special funds to set up special projects for research and development of major national scientific research equipment. Among them, the National Natural Science Foundation of China is responsible for the management of major scientific research equipment and equipment development projects, focusing on supporting the development of major scientific research and development equipment; the Ministry of Science and Technology manages major scientific equipment development equipment projects, mainly to fund the development of major scientific instruments and equipment. In 2012, the major instrument specialties were applied for departmental quota recommendation and free application. Among them, the free application project funding plan is 200 million yuan, the individual funding intensity does not exceed 10 million yuan/item; the project recommendation department is the Chinese Academy of Sciences, the Ministry of Education, and the National Defense Industry and Technology Bureau. The implementation plan also specifically requires the strict control of project applications with a funding limit of over 100 million yuan.

The fund committee has created a set of strict selection and evaluation system for this special project, in addition to examining the important role of the project in promoting scientific development, the researcher's own accumulation and team status, and examining the development of equipment and national major scientific research. The relationship between demand and the innovative nature of the design proposal, such as the principle of innovation, unique design ideas and so on. Xu Tao presided over the "photoelectric fusion super-resolution biological microscopic imaging system" is one of the first batch of major projects approved for the development of major scientific equipment. The imaging system is a high-level "camera" that records the location and structure of intracellular proteins. "We hope to eventually form a three-dimensional 'map' that will describe the internal structure of the cell."

According to the requirements of the National Implementation Regulations for Major Scientific Research Instruments and Equipment Development and the National Acceptance Work Program for Major Scientific Research Instruments Development (Trial), the on-site acceptance assessment expert group consists of members of the Expert Committee on Scientific Research Instruments and experts from the Ministry of Science. A total of 13 experts, including members of the Advisory Committee, management team experts, scientific and financial review experts, and related professional peer experts, were divided into an instrument testing expert group, a technical file archives expert group, and a financial acceptance expert group, respectively, from the Peking University Cheng Heping academician. He was also the leader of the Research Institute of Mechanics at the Chinese Academy of Sciences.

At the meeting, the acceptance expert group heard the project work report of Xu Tao, a researcher of the Institute of Biophysics of the Chinese Academy of Sciences, and the project supervision report of the researcher Meng Lingxia of the Institute of Zoology of the Chinese Academy of Sciences. The technical indicators of the site were fielded. Inspection and instrument testing, review of project technical file and archives, and related accounting reports. After serious discussion, the expert group believed that the development principle of the project was correct and the design of the project was reasonable. Through the independent research and development of core functional modules and the acquisition of key standardized components, the development of the equipment-level system was completed. It is proposed to continue to actively explore the scientific research instruments developed by the project. Open operating mechanism, promote the use of the instrument as soon as possible in order to maximize its effectiveness.
