EU can provide capital subsidy for industries that face significant "carbon leakage" due to emission reductions

According to European media Euractiv, the European Commission is working on a draft regulation that will allow member states to pay special subsidies to 14 high-energy-consuming industries for their participation in the ETS of emissions trading systems. The preliminary list of industries includes: aluminum, chemical and fertilizer mining, inorganic chemical industry, lead, zinc, tin production, leather garment industry, steel industry, paper industry, fertilizer manufacturing industry, copper industry, organic chemical industry, cotton spinning Industry, man-made fiber industry, iron ore mining industry, plastics production industry.

The final decision will be made within two weeks. After the formal implementation of laws and regulations, the Commission will also conduct regular monitoring and add or delete lists. From January 2013 to 2020, companies in related industries will be eligible for additional subsidies. The draft stipulates that the subsidy intensity from 2013 to 2015 will not exceed 85% of the reasonable cost, and will not exceed 80% from 2016 to 2018. From 2019 to 2020 Not more than 75%.

The European Union's ETS Directive stipulates that member states can subsidize industries that face significant "carbon leakage" risks due to emission reductions. "Carbon leakage" means that high-energy-consuming industries have moved out of the EU to avoid the cost of abatement.

Flexible Composite High Pressure Delivery Pipe

Flexible composite high pressure conveying pipe (flexible composite pipe for short) is a kind of non-metallic pipe with multi-layer structure, which is generally composed of inner lining layer, reinforcing layer and outer protective layer. Flexible composite pipe has certain flexibility and can becoiled into hundreds of meters to several kilometers to realize continuous laying. Flexible compositepipe is also called coiled reinforced plastic pipeline pipe and reinforced composite plastic pipe (RTP)
in foreign countries.

Flexible composite pipe can be divided into land flexible composite pipe and downhole flexible composite pipe according to the laying mode; It can be divided into flexible composite pipes for oil and gas fields and flexible composite pipes for coal mines. According to the structure, it can be divided into adhesive flexible composite pipe and non adhesive flexible composite pipe.

Relatively rigid pipe (metal pipe), the flexible composite pipe has low bending stiffness under the same tensile strength due to the multi-layer composite structure. Therefore, under the same pressure bearing conditions, the flexible composite pipe can have smaller bending radius, so it can withstand large deformation. It has obvious advantages for ground laying pipelines and buried pipelines incomplex terrain.
